John Spencer is a licensed professional Land Surveyor; owner and operator of a land surveying and land development consulting business serving Nevada and Placer Counties since 1984. John moved to Nevada County in 1977 from Long Beach, California, where he worked for the City of Long Beach Engineering Department during the major reconstruction of the downtown and shoreline areas including the final move of the Queen Mary. Just prior to moving to Nevada County, he managed the Land Surveys section for the Long Beach Water Department, and was president of the Municipal Engineering Association.

From 1977 to 1984 John worked in the Nevada County Department of Transportation, (then called the Department of Public Works), in the Land Use section to review and approve land development projects. He served in this capacity for seven years until he decided to continue his career in land use in the private sector.

In 2004 while serving as District 3 Planning Commissioner, John ran for election and was elected to serve as Supervisor after the resignation of Supervisor Drew Bedwell. John was again elected to the position in 2006, and was selected as Board Chair for 2007. John also serves on a number of advisory boards and commissions, including the Nevada County Economic Resource Council, the Northern Sierra Air Quality Management District Board, the Northern Rural Training Employment Consortium (NoRTEC), and the Ad Hoc Committee for Dorsey Drive Interchange. He is also Nevada County's delegate to the Regional Council of Rural Counties.

Committed to the betterment of his profession and his community, before being elected John was heavily involved in volunteer work with both the Grass Valley and Nevada City Chambers of Commerce between 1993-2004. He served on the Ambassadors' Committee of the Grass Valley/Nevada County Chamber from 1993 to 1996. In 1994, John was chosen Ambassador of the Year, served as Ambassador Committee Chairman in 1995, and was elected to the Board of Directors in 1996. In addition, John served on the Chamber Executive Committee and was Chairman of the Board of Directors in 2002. As a Land Surveyor involved in the community, Spencer Land Surveys donated survey work for community parks including the Grass Valley Skate Park and the Manzanita House Play Area.

In 1997 and 1998 John served on the "Action Team," which was made up of twelve community leaders who updated and revised the Nevada County Zoning Ordinances. In 1998, the Action Team received the "Economic Advancement Award" for its contribution to the community. John also served as a Board member with the Nevada County Fire Safe Council in 1999 and 2000.

John's other interests include the Chamber Governmental Affairs Committee, the Business Resource Group, the Alliance for a Livable Community, and the Nevada County Business Association. John also enjoys continuing education in Nevada County where he graduated from the first class of the Community Leadership Institute in 1996. From 2002 until his election as Supervisor, John served as District 3 Planning Commissioner for Nevada County.

John is happily married to his best friend, Patricia Ingram-Spencer. Patricia is the senior escrow officer at Placer Title Company of Nevada County. She served on the Grass Valley City Council and served as Mayor of Grass Valley from 2002-2004. John is also the proud parent of his son Jeffrey, 32, and daughter Jessica Werntz, 33, who now reside in Nevada County and Placer County, respectively.
