Golden Oaks, Lodestar & Sunshine Valley Easements

December 2010


On December 7, 2010, the Board of Supervisors adopted Resolution Number 10-590 to suspend public access to public trail easements through the Golden Oaks, Lodestar Unit II, and Sunshine Valley subdivisions for one year and directed the Planning Department to report back regarding the history of the trail at this location, the viability of developing the trail at this location, and potential alternatives for developing the trail for the Board's further consideration.

November 2011


On November 8, 2011, the Board of Supervisors adopted Resolution Number 11-521 to extend the suspension of public access to the public trail easements in these subdivisions for eighteen months to allow additional time to more fully develop the issues of this complex matter and to further engage the interested and affected parties before establishing viable options for the Board to consider.

August 2012


On August 28, 2012, staff provided a status update to the Board of Supervisors related to this project. no action was recommended or taken by the Board at this meeting.

April 2013


On April 23, 2013, staff provided a report to the Board of Supervisors regarding four final options for addressing the trail easements in the Golden Oaks, Lodestar Unit II, and Sunshine Valley subdivisions. After considering public testimony and the staff recommendation, the Board directed staff to implement Option D within 90 days, which entails reaching a compromise with those that support and those that do not support a public trail by establishing limited use restrictions in the subdivisions. The Board also approved extending the suspension of use of the trail easements from May 8, 2013 to August 31, 2013 per Resolution Number 13-157.

August 2013


On August 27, 2013, staff provided a report to the Board of Supervisors regarding implementation of Option D. After considering public testimony and the staff recommendation, the Board approved Resolution Number 13-397 to reaffirm interest in these public trail easements and directed staff to commence the process of opening the easements for pedestrian use, and extended the suspension of use to August 31, 2014.

August 2014


On August 26, 2014, staff provided an informational update to the Board of Supervisors regarding the process to plan and develop a public hiking trail in the Golden Oaks, Lodestar Unit II, and Sunshine Valley subdivisions. After considering public testimony and the staff recommendation, the Board approved Resolution Number 14-418 to extend the suspension of public access to the public trail easements in all three subdivisions to August 31, 2016 and directed staff to continue the process of planning and developing a public hiking trail starting in the Sunshine Valley subdivision.
